Pavement Management Program – CMAP

About this Project

In collaboration with our partner firm, Gorrondona & Associates, Urban GIS contributed to a Pavement Management Program for the Chicago Metropolitan Agency for Planning (CMAP). Our role included segmenting GIS road section data for twenty-six municipalities in the Chicagoland area and managing changes to the data throughout the project’s lifecycle. For purposes of reporting, upon completion of the pavement inspections, our staff worked with the inspection results to create map exhibits showing International Roughness Index (IRI), Pavement Condition Index (PCI), Surface Type, and Pavement Ranks. We also created exhibits showing recommendations for future pavement management including M&R and Preservation.

To ensure that the data consistently fit the requirements of the pavement inspection software, we assigned unique identifiers based upon municipal networks and other specified parameters. We applied the same schema and workflow approach to each municipality’s data, which ultimately allowed for uniformity between the various database versions as they were merged and edited over time. The attribute values that we assigned, served as a basis for proceeding with the pavement inspections in an orderly and organized manner. Our contribution to this effort was essential for interpreting the results of the pavement inspections and communicating them with accuracy.

Our work helped shape the Pavement Management Program’s goal of prioritizing investments in the region’s infrastructure, optimizing life-cycle costs of achieving and sustaining a desired target condition and improving the road network’s level of service cost through informed decision-making.
