About this Project

In the state of Illinois, HIV and AIDS rates are highest in communities of color. As the Illinois Department of Public Health (IDPH) develops programming to best reach these communities, ongoing analysis of current programming is necessary to measure its effective­ness. Urban GIS worked with a team of statisticians and researchers to review the extent to which the State’s HIV/AIDS prevention goals are being met.

Prior to this contract, geographic analysis of HIV/AIDS prevention programming was limited, and the state had only a general idea of how programming overlapped with at-risk communities. Using exhibits and analysis provided by Urban GIS, the state is reconfiguring its HIV/AIDS programming so that it is more accessible to its target audience. The IDPH is also creating new pro­gramming to reach communities that were previously unknown because of their unique spatial distribution.

The analysis by Urban GIS and its partners is signifi­cantly changing the way the State programs HIV/AIDS prevention. It has resulted in increased targeting of HIV counseling and testing efforts within identified Illinois minority risk populations and increased HIV outreach and education efforts within identified Illinois minority risk populations.
